Max Weber is the great founder of modern sociology,who had put forward a series of propositions of modernization theory.On democracy,Weber did not form a systematic theory;however,in his profound writings,Weber showed his insight on democracy.From the premise that the modern society is becoming more bureaucratic,Weber brought out his view of elite democracy;he thought that democracy was the ＂referendum of the leaders ＂.Weber＇s elite democracy changed the development path of democracy theories;however,he underestimated the role of the public.Weber＇s thoughts of elite democracy have greatly influenced modern democracy ideas.
