时代的矛盾和国家利益的层次性是判断国家外交在某一时期是否理性的最主要依据。"两条线"外交有得有失,但从那一时代的矛盾看这一外交具有一定的客观性和合理性,从国家利益的层次性看这一外交也基本上是理性和成功的。

Conflicts of the times and the levels of national interest are the basis to determine whether the country’s diplomacy in a certain period is rational.＂Two lines＂ diplomacy has gains and losses,but according to the contradictions of that era,this diplomacy has certain objective and rational.From the perspective of the level of national interest,the diplomacy is essentially rational and successful.
