摘要
以政策投入、政策效益及预期效果这3个评估标准来看,少数民族地区的高考招生政策取得了巨大成就,但在具体实施过程中由于受各种因素的影响出现了一定的偏差,存在着教育公平、民族文化发展和教育质量等方面的问题。为此,少数民族地区的高考招生政策在实施过程中,应该树立正确的价值取向、遵循多元文化的原则和采取劣势补偿的办法。
In view of the three evaluation standards:the policy input,policy benefits and expected results,the enrollment policy in minority areas have got great achievements.But in concrete implementation process,due to the influence of various factors,there was a certain bias,which includes the problems of education fair,national cultural development,education,and so on.Therefore,in the implementation process,the enrollment policy in minority areas should establish the correct value orientation,follow the principle of cultural diversity,and adopt disadvantage compensation.
