我国高铁社会效益指标体系研究

Social Benefits Index System of China's High-speed Railway

通过对中国北车等企业的实地调研,以及对国家发改委、铁道部、高校各专家的访谈,本文总结出高铁在带动相关产业发展、时间效益、节能环保、舒适性、安全性、满足多层次出行需求、提高应急运送能力、公众自豪感8个方面的社会效益,并且按照科学性、可比性、可操作性的原则,细化了高铁8个社会效益1级指标相应的2级衡量指标,构建了我国高铁社会效益评估的指标体系。

Through a field investigation of China CNR Corporation Limited, and interviews with experts from the National Development and Refrom Commission and the Ministry of Railways, Based on these detailed work,8 social benefits from the high-speed railway,i, e. promoting the development of related industries, time efficiency, environmental effects, comfort, safety, satisfying muhi-level travel demands, improving delivery ability in emergency, public sense of pride, are established. Based on the principle of being scientific, feasible and comparable, cor- responding 2^nd level indexes of the 1^ st level for 8 social benefits and an index system of the social benefits are set up.
