In the view of new country construction, the quality of peasants need to upgrade. The new peasants should manifest healthy and civilized styles, have a certain kind of skills, have the abilities of broadening approaches for getting rich and catching development dynamics, and help others. In order to enhance the qualities of peasants, the following measures can be taken： develop rural cultural business, vocational education and adult education, change traditional view and optimize assurance mechanism.
