摘要
创新干部选拔任用机制是干部人事制度改革的重点,是党重要的执政行为,是党执政制度的重要组成部分。规范干部选拔任用初始提名制度是关键,增强民主推荐的科学性真实性是重点,完善干部政绩考核评价方法是核心,选人用人决策的民主化科学化是根本,加大竞争性选拔干部工作的力度是有效措施,遏制防范用人上的不正之风是艰巨任务,建立健全良性的干部退出制度是重要保证。
The novation mechanism of selecting and promoting cadres is the key point of cadres personnel system reform,and an important ruling action of the party as well as the important component of the ruling system of the party.The key factor is to standard the initial nomination.The important thing is to enhance the scientific spirit and reality of democratic recommendation,and the key point is to perfect assessment of cadres achievements.It is the basis of democratization and adopting a scientific style in seclecting and adopting personnels.The effective measures is to enhance the competitiveness in selecting cadres.The hard job is to restraint and guard against unhealthy tendency,meanwhile,it is an important guarantee to establish and perfect good cadres quiting system.
