我国渔船节能政策论证与建议

Argumentation and recommendation for the energy-saving policy of Chinese fishing vessels

《中国节能技术政策大纲》(2006年)以国家产业政策和科学技术发展规划为依据,以推广节能技术和工艺设备为主,阐明我国各行业今后一段时期内节能应达到的目标、水平和途径,为我国渔业领域节能政策的制定及实施路线提供了明确的指导、应遵循的原则和具体的实施措施。笔者根据中国水产科学研究院渔业机械仪器研究所2008—2009年渔业节能减排调研结果,分析渔船、渔船用柴油机和节油产品及技术等方面存在的问题与现状,针对《大纲》中涉及渔船的具体节能政策和要求进行分析论证,并提出意见和建议。

Chinese Energy-Saving Technology Policy Outline（2006）focuses on promoting energy-saving technology and process equipments,and considering the principle of long-term development,based on National industrial policy and science technology development program,especially emphasize energy-saving of the entire society.The Outline not only promotes new techniques,technologies,materials and products,restricts and eliminates backward process equipments but also promotes external advanced energy-saving technology and scientific management experience which can be used in China.The objectives,standards and approaches which various industries should reach are expounded in the outline,at the same time,guidance,principles and implementation measures for energy-saving policy of Chinese fisheries are also provided.According to investigation that the Fishery Machinery and Instrument Research Institute（FMIRI） made from 2008 to 2009,this paper analyzes and demonstrates particular energy-saving policies and requirements which the Outline involved about fishing vessels.Some comments and suggestions are given in the end.
