竞争力的实质就是效率,投入与产出效率的高低直接决定着服务外包城市在承接国际外包服务中竞争力的高低。通过构建服务外包城市的承接服务外包竞争力评价指标体系,利用DEA模型对北京、武汉等20个有代表性服务外包示范城市承接国际服务外包的相对效率进行了研究,得出结论:我国不同服务外包示范城市承接国际服务外包的相对效率比较悬殊;我国的总体承接国际服务外包效率低下,各区域服务外包产业发展差异大,不均衡;各服务外包城市同质化严重,竞争激烈;武汉等中西部城市在未来服务外包的发展趋势中会占有较大的潜力和发展优势。各地区和各个示范城市必须发掘自己的潜力和优势,不断提高承接服务外包的有效性,实现投入产出最佳效益,增强经济活力,保持城市持续、协调、快速发展。
