本文以上海文广与湖南广电的传媒体制改革为例,分析广电"制播分离制"的意义、实质及其困境,指出制播分离应该是整体转制的缓冲和过渡阶段,我国广电体制的改革走向是立足公共服务,形成以国家、社会、市场机制为互补的多元化制度格局。

This essay gives an example for shanghai and Hunan broadcast and television reform, so as to analyse the meanings, substance and trouble for separation of making and broadcast. It also points out the reform trend of broadcast and television system reform is that it must be established in public service, and form a diversification pattern among the country, society, and market.
