A Study of Land Banking Planning under the Background of the Harmonization of Urban Planning and Land Use Planning——a case study on the establishment of near future land banking planning in Pudong New Area

科学合理地编制和实施土地储备规划,可有效引导城市建设开发,促进城市发展。以上海浦东新区近期土地储备规划的编制为例,以两规合一为前提,分析了土地储备规划的先决要素、编制土地储备规划的工作思路及制约土地储备量的影响因素,提出了土地储备规划实施保障措施及建议。

The scientific and rational establishment and implementation of land banking planning,will guide the development of urban construction effectively,and promote urban development.A case study on the establishment of near future land banking planning in Pudong New Area,takes the harmonization of urban planning and land use planning as the premise,this paper analyzes the prerequisite essential factor of land banking planning,the ways of establishment of land banking planning,and the restriction of the land banking quantity,proposes the safeguard mechanism and the suggestion of the implementation of land banking planning.
