It＇s a brand new academic realm to discuss the domination of penalty power of public order administration from the view of the theory of administrative self-restraint.Self-restraint in the penalty power of public order administration involves a series of basic issues such as concept,functions,external heteronomy relationship and the realization approaches.Generally speaking,the function of self-restraint is to prevent and correct errors radically,and it also make up for the insufficiency of heteronomy.There are three mechanisms to approach to self-restraint of penalty power in public order administration： the first is to internalize the police ethic;the second is to improve the public security organs＇ internal supervision;the third is to formulate some internal rules by public security organs.
