西部“评估后高校”高层次人才工作新机制探究 被引量:1

摘要 本文针对西部地区"评估后高校"人才队伍建设中领军人物匮乏、高水平人才短缺、人才队伍结构不合理等新挑战,高层次人才工作出现的人才质量不理想、人才养护机制不理想、人才作用发挥不理想等新问题进行了分析,指出探索西部"评估后高校"高层次人才工作新机制,其主体是在引进时需要热情和真诚,基础和关键是进来后需要培训和培养,需要建立良好的引进人才管理制度,其客体需要坚持学术是生命原则;其内容是要科学制定引进政策、及时完善政策、全面执行政策。 After the teaching and learning quality evaluation,a lack of team leaders and high-level talents and an unreasonable team structure are the challenges facing the universities in west China in the building of talent teams. This paper has firstly analyzed such problems as the poor quality of the talents as a whole; the incomplete training system for the talents; and the imperfect roles played by the talents. And then this paper has probed into a new human resource ( HR) management mechanism for high-level talents in those " post-evaluation" universities in west China. The author of this paper proposes that in the new HR management mechanism,the introduction of talents should be done with passions,the training of talents should be strengthened,and the management of talents should be enforced with an effective system. And the introduction of talents should stick to the principle of putting the academic performance of the talents first. The policy of concerned with the introduction of talents should be scientifically made,properly revised,and thoroughly carried out.
