摘要
在全面建设小康社会和大力推进新农村建设的进程中,农村突发公共卫生事件呈现出新的特点,对我国县级政府能力提出了客观要求。目前我国县级政府由于应急管理体制不完善、信息披露机制不健全、社会资源整合不足以及法制建设滞后等原因,其管理农村突发公共卫生事件的能力部分缺失。因此,针对问题寻求解决路径,重构县级政府管理农村突发公共卫生事件的能力,意义重大。
The rural public health emergency was more complicated on the progress of building well-off society and promoting new countryside building.The county governments had to improve their capability to respond emergency.However,the county governments still faced a lot of challenges because of their poor performance in emergency response management mechanism,information disclosure mechanism,social resources integration and relative laws and regulations formulation.It was meaningful to improve county government capability to respond public health emergency.
