互联网络的迅猛发展正在改变传统社会的技术基础,然而发展总是不平衡的。"数字鸿沟"不仅仅存在于信息技术领域,而且由于互联网自身杠杆效应,使得它的消极影响在政治领域中表现的矛盾日益凸出和严重,凸显了一国政治体系所面临的困境。为此,一国必须要以积极的姿态,立足本国国情,借鉴和利用别国的先进成果和有益经验,全力缝合"数字鸿沟",实现化"数字鸿沟"为"数字机遇"。

The rapid development of internet is changing the technological basis of traditional society however,development is always not balanceable.Digital gap exists not only in information technology field but because of the leverage of internet,its negative impact on political field is serious and obvious increasingly,as well as makes the difficult position of one country′s political system present clearly.Therefore,one country must take own national conditions as basis with active posture,use and utilize other country′s advanced achievements and beneficial experience for reference to sew up the digital gap with all might as well as turn digital gap into digital opportunity.
