Quality determines effectiveness and competitiveness of a person or a team. As an important part of a university,academic departments carry a heavy educational management load,so educational administrators must have higher quality to take such task. This paper elaborates on the importance of improving administrators＇ qualities in the following aspects：learning and training; responsibilities and capabilities; service and innovation; team-spirit and psychological quality,which is set to the premise of doing man and doing things.
