摘要
阐述了国有林场的基本情况,指出国有林场人员数量冗余、文化背景差距大,人员素质较差、人才结构不合理,人员报酬偏低、工资拖欠严重等人力资源现状。分析了国有林场人力资源管理存在的管理体制僵化模糊、管理理念重事轻人、管理经费不足等问题。提出了国有林场应重点加强组织文化建设、员工开发、人本管理等人力资源管理的建议。
The elemental condition of the state-owned forest farm was introduced.The badly situation of manpower resources such as staff redundancy,disparity of cultural background,disorder of talent structure,low payment,arrears of wages was investigated.Some problems of manpower resources management about system,conception,funds were analyzed and suggestions on culture construction,staff potential development were proposed.
