摘要
全球气候变化问题己经成为全世界的焦点,在2009年的哥本哈根会议上,我国政府提出了到2020年单位国内生产总值二氧化碳排放比2005年下降40%-45%的目标。面对这样的形势,我国应加速林业的发展,积极增加林业碳汇。本文阐述了林业碳汇的概况,总结了目前林业碳汇的法律制度,提出了完善林业碳汇法律制度的构想。
Global climate change has become the focus of world. Our government proposed the target to cut carbon dioxide emissions per unit of GDP by 40%-45% by 2020 from the 2005 level. Facing this situation, our country should accelerate the development of forestry and increase forestry carbon sink actively. This article discriminates the different of carbon sink and forestry carbon sink, summarizes the current situation of the legal system of forestry carbon sink and puts forward the conception of the improvement of the legal system of forestry carbon sink.
