摘要
一直以来,素质教育政策在利益目标上存在精英取向与大众取向、公益诉求与私益诉求的矛盾和冲突,形成了精英-公益、大众-公益、大众-私益、精英-私益的利益博弈形态,造成了教育利益格局的畸变。为此,应通过制度创新来调整和完善素质教育政策,实现大众取向与精英取向的利益均衡,私益向度与公益向度的利益整合,加强政策导向和机制创新,促进教育利益协调。
The quality-oriented education policy all along exist the interests' contradictions and conflicts between the elite orientation and the public orientation,welfare demands and private demands.It shapes a form of an interest game of elite-welfare,public-welfare,public-private,the elite-private,resulting in a distortion of educational interests' pattern.Therefore,the quality oriented education policy should achieve the interests' balance of public orientation and elite-orientation,the interests' integration of private dimensions and public dimensions through the institutional innovation,and strengthen the policy guidance and mechanism innovation to promote the educational interests' coordination.
