政府购买教育服务政策的试行是我国政府治理制度的创新,对探索政府如何更有效地承担教育职能方式具有重要的实践意义。但在政府教育职能尚未完全转变、相关政策制度尚不完善、市场尚未充分发育的情况下,实施政府购买教育服务是存在一定风险的,具体体现为可能降低公共教育服务供给的效率和质量,政府教育服务供给的成本增加和造成公共权力与私人利益之间的交换行为等。

The policy of government purchasing educational services is the innovation of government administration system.It has practical significance to explore the more effective ways of government undertaking educational function.However,its implement has some risk if the government＇s educational functions had not been changed fully or educational market had not been developed fully.The risk of government purchasing educational services would reduce the effciency and quality of educational services,add the costs of educational services supply and cause the interest-exchange behavior of public power and private interests.
