我国西部地区高等教育成本分担中存在的问题与改进建议

Problems andImprovement of Higher Education Cost Sharing in the China's Western Region

我国西部地区在高等教育实行全面收费和高等教育规模扩张的过程中,出现了地方政府教育经费投入压力剧增、个人成本负担偏高、生均教育经费偏少、高校负债办学等问题。为此,需要中央政府加大对西部地区的教育财政转移支付力度、根据"能力原则"合理确定个人成本分担比例、完善国家助学制度,以及通过以外汇储备支付给商业银行的方式消除高校债务等途径解困,以保证西部地区高等教育的可持续发展和促进教育公平。

During the higher education implemented comprehensive charge and the scale of higher education expanded,some problems,for example,the pressure of education expenses spent by the local government growing drastically,cost burden of personal bias high,student funding for education is insufficient,and colleges and universities are running with a loan,are appeared in the China＇s Western Region where per capita GDP and per capita financial revenue is situated on 1/3 later of the whole country.To that end,the central government is required to increase the financial transfer payments of education of economic underdeveloped regions,to reasonably determine the cost-sharing proportion of individuals in accordance with＂the principle of the capacity＂,to help improve the country school system,as well as to solve their problems by the ways that foreign exchange reserves are paid to the commercial banks to eliminate the debt of colleges and universities in order to ensure the sustainable development of higher education of economic underdeveloped regions and to promote education fair.
