三农问题呈现出的特点及其解决途径

Characters and Solutions of Problems about Agriculture, Country and Farmers

改革开放以来,我国农业虽然取得了巨大成就,但其脆弱地位并没有得到根本改变,新时期的三农问题呈现出:农业弱势产业、农村落后地区、农民弱势(贫困)群体的三大特点。针对三农问题所面临的窘迫局面,提出了打破城乡二元制结构的基本制度、深化农村土地制度改革、加快城镇化进程、推动户籍制度改革以促进农村剩余劳动力的流动等建议。

The agriculture in China had obtained great achievements since reform and opening,but its weak position had not changed radically.The problems about agriculture,country and farmers in the new period present three major characters,which are as follows： country is the backward region;agriculture is a vulnerable industry;farmers belong to the vulnerable（poverty） group.According to the hard situation that the problems about agriculture,country and farmers facing with,some suggestions were proposed that breaking the basic dual structure of urban and country;deepening the reformation of rural land system;accelerating the process of urbanization;promoting the reformation of household registration system to accelerate the migration of rural surplus labor,etc..
