新农村规划中空间利益公正的保障体系构建

The new rural planning in the space to protect the interests of Justice system construction

目的 20世纪60年代以来,受新经济社会思潮的影响,国外城乡规划扭转了物质功能主义规划的传统,转向"以人为本"的空间利益公正视角的物质与社会目标规划方向发展。方法根据相关文献总结分析国外农村建设规划的特征及现状,然后分析当前中国新农村规划建设中存在的问题。结果坚持"以人为本"的发展理念,从农村居民利益保障视角探讨在新农村规划建设中如何更好地体现出空间利益的公正,并结合陕西省铜川纸坊村新农村规划建设加以分析。结论空间利益公正的保障体系构建能使新农村规划更加现实,真正在规划上达到和谐社会的要求,为中国新农村建设提供了崭新的理论视角,为传统规划模式的创新提供理念依据。

Aim Since the 1960s,influenced by the new trends of economy and society,oversea urban planning reversed the tradition of functional materialism planning,steering to ＂people-oriented＂ space interest from the perspective of material and social justice planning.Methods First,summarizing the oversea rural construction planning and the current situation according to the related literature,and then analyzing the related problems in Chinese new rural construction planning.Results The ＂people-oriented＂ concept was adhered from the angle of rural residents′ interests guarantee of the residents of fairness and justice,a new rural planning system was proposed.Taking Zhifang Cun,a village in Tongchuan City,Shaanxi Province as an example,the planning of the village was analyzed according to the new planning system.Conclusion The interests of a fair system of space to build new rural planning can be more realistic planning to achieve a truly harmonious society,and China′s new rural development provides a new theoretical perspective,the traditional planning model based on the concept of innovation.
