Application of HSE Management System in Refinery Project

HSE管理体系是被国际石油界广泛认同和采用的一种管理体系,大型石化项目建设周期长,参与方多,通过HSE体系化管理模式,可以有效控制各个环节工作,惠州炼油项目建设期建立HSE管理体系,结合项目特点建立具有特色的现场HSE管理模式,通过项目实践,取得较好HSE绩效,积累了一些HSE管理经验,以期对大型石化项目建设HSE管理提供参考。

HSE Management System is universally acknowledged and adopted in international petroleum industry circles.Aiming at long-term construction cycle and many participants involved in large-scale petroleum refining projects,all work links can be efficiently controlled by adopting the mode of HSE management system.Combining with characteristics of the project,Huizhou refinery has established HSE site-management system during construction period.The practice results show that the HSE management system is very effectiveness.At the same time,some experiences about HSE management system has been gained,which can offer a reference for establishing HSE management system of other large-scale refinery projects.
