This paper introduces the experiences of Xi'an Railway Administration in ensuring freight safety,including measure of scientific investment plan to effectively enhance the ability of guaranteeing freight safety and freight organization efficiency,measure of mastering the general principle,control scope and process of investment to ensure the input-output of value-insured fund,measure of optimizing freight handling work,freight service process and safety management procedure to increase operation efficiency,monitor ability.
