摘要
介绍了辽宁地区的生态环境现状及生态环境保护法律机制的构成及不足,认为造成辽宁地区环境问题的主要原因之一,在于生态环境法律保障机制不健全。需要从制定与完善地方环境立法、建立健全环境保护监管机制、建立健全资源环境合理利用机制三个方面来构建辽宁地区的生态环境法律保障机制。
The ecological environment situation and the composition of legal system of environmental protection and the lack of legal mechanisms in Liaoning region are described.It is considered that,the environmental problems in Liaoning result in the unsound legal protection mechanism of ecological environment.The legal protection mechanism of ecological environment should be built on three aspects,which are,developing and improving the local environmental legislation,establishing and perfecting the mechanism of environmental regulation,establishing a sound and reasonable resources and environment usage mechanisms.
