文章针对2008年《事业单位工作人员养老保险制度改革试点方案》的若干不足之处,提出了"机关、事业和企业三单位联动的养老保险制度改革方案"。在明确"新养老策论"基本含义和内涵的基础上,分析了"新养老策论"提出的动因和背景,重点探讨了"新养老策论"提出的理论与现实依据,以及如何完善和实施等问题。"新养老策论"可以为我国特别是城镇养老保险制度改革提供重要思路和解决路径。

The paper proposes the reform plan about the pension policy on the basis of the union of authorities,public-sector organizations and firms because of a large number of shortcomings in the pilot of the reform program on the pension of the staff of public-sector organizations.On the basis of identifying the basic meaning and connotation of the new pension policy,it analyzes the motives and background of the new policy,focusing on its theoretical and practical basis and how to perfect and implement the policy.The new pension policy can provide an important idea and solution for the pension reform of both the urban and rural areas.
