论城市文化遗产的整合性开发与资本化运作——兼论无锡的探索和实践

On the Integrated Development and Capitalized Operation of Cultural Heritage——Discussion on the Exploration and Practice of Wuxi

系统研究文化遗产资源的属性、特性,定性定量分析文化遗产的价值,发挥城市文化遗产资源的优势,探索实践开发与运作的路径,是无锡乃至中国许多城市的重要课题。文章将城市文化遗产置于城市文化的宏大背景和"文化资本"的独特视角中加以考察,分析了其资本属性,阐述了城市文化遗产"物态型(有形)与非物态型(无形)、递增性与共享性、多元化与整体性同时并存"的基本特性,提出了整体和重点相结合、利用开发与资源保护相统一、社会效益优先经济效益并举等开发运作的原则。通过对全国有关城市的案例分析,梳理总结了"政府主导型,市场主导型,政府推动、市场调节型"等城市文化遗产资源开发运作的基本模式。在此基础上,结合无锡实际,分析了无锡建立"资源转换"的机制,实践"有机更新"的理念的实践与探索,总结了无锡对城市文化遗产资源的整合性开发和资本化运作的基本模式。

Systematic studies on the attribution and characteristics of cultural heritage resources,qualitative analysis of the value of cultural heritage,displaying the superiority of urban cultural heritage resources and exploration into the way of its development and operation have been the important topics in Wuxi even many other cities in China.This paper analyzes the capital attributions of urban cultural heritage by putting it under the background of urban culture and making investigation of it from the unique perspective of ＂cultural capital＂,and elaborates its basic characteristics of ＂the state of matter（visible）and ＂non-state of matter（invisible）＂,＂increment and sharing＂ and ＂multiplication and integrity coexist＂,and then proposes some principles for its development and operation such as the integration of the whole and the focal point,the unification of resources utilization and conversation and balance of social and economic efficiency and so on.Through analysis of the related cities in China,a fundamental mode is concluded：government-oriented mode,market-oriented mode,government promotion-market regulation mode.Based on this,with combination of the reality of Wuxi,this paper analyzes the exploration and practice of the establishment of ＂resources transformation＂ mechanism in Wuxi and the practice of ＂organic renewal＂ concept,and summarizes the fundamental mode of integrated development and capitalized operation of cultural heritage in Wuxi.
