Corruption among Village Officials:An Explanation of the Malfunction of Entrusted Agency

当前,村官腐败行为严重影响到我国新农村建设及村民自治政策的顺利实施,而契约软化、制度不均衡与缺失以及公权力过于集中所导致的农村公权力委托代理失灵是其制度根源。只有在加强教育的基础上保证契约的刚性、完善监督和约束机制才能从根本上治理好村官腐败现象。

At present,corruption among village officials has seriously affected the construction of a new socialist countryside and the smooth implementation of self-governance among villagers in China.The institutional root causes of these phenomena could find their best expression in the softening contract provisions,the institutional disequilibrium and voids,and the over-concentration of public power that has led to the malfunction of the entrusted agency of rural public power.Therefore,only through,on the basis of intensifying education,ensuring the rigidity of contract provisions and improving the mechanisms of supervision and restraint can the issue of corruption among village officials be fundamentally addressed.
