On the "Last Mile" Issue during the Development of Farmers' Cooperative Economic Organizations

中国农民专业合作经济组织发展过程中的"最后一公里"问题表现在政策对接不畅,合作主体缺陷,信息反馈缺乏等几个方面。加强农民合作社业务辅导员队伍建设,保证政策"接入"的畅通、加强农民合作教育、提高农民合作意识、打破单向推进模式、在政府和农民的双向互动中探索农民合作经济组织的灵活形式是破解"最后一公里"问题的关键所在。

The inappropriate enforcement of policies,the defects with cooperative participants,and the deficiency of information feedback are the main manifestations of the ＂last mile＂ issue hindering the development of farmers＇ cooperative economic organizations in China.The key to solving the ＂last mile＂ issue lies in the following respects such as,strengthening the building of the ranks of guidance and counseling personnel for farmers＇ cooperative organizations to ensure the smooth implementation of policies,intensifying farmers＇ cooperative education to enhance their awareness of participation,and breaking away with the one-way pushing mode by the government to explore the diversiform of farmers＇ cooperative economic organizations through two-way interactions between the government and the farmers.
