Supervision practice of quality and safety for aided construction projects

福建省对口援建灾后重建点为四川彭州灾区,"三年任务,两年基本完成",工程质量非军事区以全面创优为预期目标。文章基此总结分析了福建省对口援建汶川地震灾区工程的监管体系架构、制度设置、思路形成过程及其实施成效,认为其中监管的成功经验在于:人是关键,制度是基础,机制是动力,执行力是保证,合力是环境。

Fujian province＇s aided Wenchuan earthquake-ravaged reconstruction area is Pengzhou,Sichuan,the mission of which was to complete the 3-year construction substantially in two years＇ time.As a non-military area,the quality goal of the construction was to build top quality projects.The structure,system establishment,formulation process and implementation of the supervision system of Pengzhou quake-ravaged area were discussed.The supervision results indicate that supervision personnel,system,mechanism,implementation and the combined environment are the key factors to guarantee the construction quality.
