On Value Reestablishment in Regional Development

在文化与区域发展的关系上,价值观是一种重要的支撑力量。它首先作用于人们的思想,形成一定的思维模式、心理定势、精神状态和行为方式,并进一步渗透到社会资本的形成和制度体系的建构中去。改革开放以来区域发展价值观的演变,总体上来说是由经济领域深刻的变革所激发,又不可避免地受到该区域历史文化积淀和政府主导的社会实践主体自主选择的影响。推进区域发展价值观的重构,必须以科学发展观为引领,从政治、经济、社会、文化四个向度,确立生态、人才、民生和社会核心价值观。

Values is an important supporting force in the relationship between culture and regional development since it influences first people＇s mind and forms a certain ideological mode, psychological trend, spiritual status and behavior and therefore, infiltrates into the formation of social capital and building of systematic structure. The change of values on region- al development since the reform and opening-up, generally speaking, is stimulated by economical reform and inevitably in- fluenced by its history and culture and the voluntary choice of social practice subject led by the government. To carry out value reestablishment in regional development, we must, guided by the scientific outlook on development, establish the core values on ecology, talents, people＇s livelihood and society from politieal, economic, social and cultural dimensions.
