摘要
基础教育均衡发展是一种新的教育发展观,是一种科学合理的政策导向。它的最终目标,就是要合理配置教育资源,教好每一个学生,办好每一所学校。本文描述的弱势群体主要指基础教育中部分处于弱势的农村留守儿童、进城务工农民子女、学困生、贫困生等特殊群体。本文着力论证了关注这一群体教育的重要意义及措施。
Balancd development of elementary education is a new concept of education and it is a scientific and rational policy-oriented. Its ultimate gial is to allocate its resources rationally, teach every student well and manage schools well. The article describes the main vulnerable groups which are left- behind children in rural, children of migrant famers, poor students and other special groups. The paper focus on the importance of education and measures for the vulnerable grouns.
