中外危险品物流管理比较研究

A Comparative Research on Dangerous Cargo Logistics Management at Home and Abroad

随着我国工业化进程的加快,危险品生产与物流量急剧增加。然而我国危险品物流管理工作刚刚起步,尽管发展速度较快,但存在多头管理、效率低下、企业规模小且现代化水平低、事故应急机制落后等问题。为提高我国危险品物流管理水平,推动我国危险品物流管理稳健、和谐发展,应借鉴发达国家危险品物流管理的先进经验,完善我国立法制度,建立统一、规范的危险品物流行业标准;进一步细化、强化我国道路危险货物运输过程管理,合理规划、设计区域性及全国性危险品物流网络;进一步完善人员培训体系,建立专业执法队伍,严格执法,进一步提高执法水平;用信息化推动物流现代化,建立全国性危险品物流管理信息平台。

With the development of China＇s industrialization,the amount of dangerous cargo production and logistics is increasing dramatically.But the management of dangerous cargo logistics is still in the primary stage and there are still some problems with that,such as the problems of the redundancy in management,the low level of efficiency,the small scale,and low level of modernization and the lagged behind emergency system.To improve the level of dangerous cargo logistics management and promote the stable and harmony development of dangerous cargo logistics management in China,we should,first,learn from the experience of dangerous cargo logistics management in the advanced countries,improve the legislation system and formulate the unified and standardized criteria;second,we should strengthen the management of dangerous cargo transportation and make the well-considered plans and designs for the regional and national networks of dangerous cargo logistics;third,we should improve the training system,formulate more law enforcement officials,strictly enforce the law and improve the level of that;and fourth,we should promote the development of logistics modernization with the help of informationization and establish the national platform for dangerous cargo logistics management information.
