转变经济发展方式必须坚持“中国道路”

此次西方国家的金融危机和经济危机,不仅是西方资本主义发展方式的危机,也凸显了中国传统发展方式的弊端。转变经济发展方式,必须坚持"中国道路"。第一,必须巩固和完善社会主义基本经济制度,不断巩固和发展公有制经济的主体地位,积极鼓励和引导非公有制经济发展;第二,必须加强和改善国家宏观调控,完善市场与政府的调节功能,强化长期规划和计划调节,提升政府微观规制和宏观驾驭能力,有效"节制资本",发挥社会调节和伦理调节的积极作用,弥补"市场失灵"和"政府失灵",统筹国际和国内,提升政府应对国际形势变幻的能力。

The financial crisis and economic crisis in the western countries is not only the crisis of development pattern of western capitalism,but also the representation of the disadvantage of Chinese traditional pattern of development.While transforming the economic development pattern,we must adhere to the principle of ＂Chinese Path＂.First,we must consolidate and improve the socialism fundamental economic system,consolidate and develop the socialist public economy as the mainstay,and encourage and guide the development of private economy;second,we must strengthen and improve the national macro control,improve the role market and government play in adjusting,strengthen the long-term planning and adjusting,improve the role government play in micro-planning and macro-control,effectively ＂control the capital＂,give full play to the role of social adjustment and ethic adjustment,make up for the ＂market failure＂ and ＂government failure＂,comprehensively consider the international and domestic situation and improve the government capacity for coping with changes in international situation.
