The Economic Issue and National Security in Alliance System——An Analytical Framework

摘要本文探讨了联盟体系下经济事务与安全事务之间的关系。作者认为,在无政府状态下,经济交往产生的安全外部性(security externality)导致结盟国家间贸易往来的增加,促进了联盟国家间经济交往的进程;而联盟建立和发展过程中,联盟框架内存在的议题联系机制为联盟国家之间在进行安全合作的同时进行经济合作提供了相应的交往渠道和方式。同时,一国通过经济上的补偿性支付(side-payment)的方式提供经济补偿,使其盟国从经济上获益,从而巩固了安全联盟。联盟国家在这一框架下得以妥善处理它们面临的经济与安全事务。 This paper explores the relationship between the economic issue and security issue in alliance system.Under the condition of anarchy,security externality produced by economic interaction will lead to the development of trade in the alliance.In the process of the founding and development of the alliance,the issue linkage mechanism provides necessary channel and means of communication for economic cooperation between countries in the alliance.And the economic side-payment will compensate the alliance country and consolidate the alliance.In this system,the alliance will be able to handle the economic and security issues properly.
