天津市疾病预防控制机构专业技术人力配置现状 被引量:2

Present Situation of Human Resource Allocation of Professional Technical Personnel in Institutions of Disease Control and Prevention in Tianjin

摘要 目的明确天津市不同级别的疾病预防控制中心(CDC)从事专业技术人力配置现状,为专业技术岗位人力配置标准测算提供依据。方法运用整群普查方法,对天津市2009年市、区(县)两级19个CDC的专业技术人员情况,采用一般描述性分析、方差分析等统计分析方法。结果①在职专业技术平均职工数为74人。②年龄结构:平均年龄为39岁,35岁以下者占41.26%,35~44岁者占26.28%,45~54岁者占24.93%,55岁以上者占7.53%。③学历结构:研究生学历占6.53%,本科学历占41.76%,大专学历占26.07%,中专及以下学历占25.64%。④职称结构:高级职称占10.58%,中级占26.70%,初级占51.64%,无职称占11.08%。⑤素质得分:平均素质得分为6.75;不同级别人员素质得分不均衡,市CDC为8.19分,区(县)为6.34分。结论天津市疾病预防控制机构人员素质分布在不同级别之间,分布不匀衡,需采取不同方式,提高人员的综合素质。 [Objective]To realize the present situation of human resource allocation of professional technical personnel in different levels of Center for disease control and prevention ( CDC) in Tianjin,provide the evidence for calculation of standard for human resource allocation in technical posts.[Methods]With cluster general survey,the situation of professional technical personnel in 19 city and district ( county) level CDC of Tianjin in 2009 was analyzed by descriptive study and variance analysis.[Results]①The average number of in-service professional technical personnel is 74. ②The age structure: the average age is 39 years old. 41. 26% of personnel under 35 years old,26. 28% are 35 ~ 44 years old; 24. 93% are 45 ~ 54 years old,and 7. 53% over 55 years old. ③The educational background structure: postgraduate account for 6. 53% ,undergraduate accounts for 41. 76% ,26. 07% of personnel graduated from junior college,and technical secondary school and below education accounts for 25. 64% . ④The professional title structure: senior professional title accounts for 10. 58% ,medium title accounts for 26. 70% ,primary title accounts for 51. 64% , and 11. 08% of personnel have no professional title. ⑤The quality scores: the average quality score is 6. 75. The quality scores of different grades personnel is imbalance,score of city and district ( county) level CDC is 8. 19 and 6. 34 respectively.[Conclusion] The quality of professional technical personnel in CDC of Tianjin distributes in different levels,and distribution is imbalance. Various measures should be adopted to improve the comprehensive quality of personnel.
