医疗职业保险是重要的社会保障制度,我国社会保障的建立、健全、完善,直接关系到本世纪末初步建立社会主义市场经济体制的问题。实行医疗职业保险,是医患双方的自我保障,是维护医患双方的合法权益。

To establish and put into practice the insurance for medical occupation in an active, rational and effective way is advantageous for assuring a positive physician -patient relationship and for safeguarding the two sides' interests because this insurance system: encourages medical professionals to keep their mind on their work without being nervous to the extent so that a defensive professional practice may paralyse their capacity to do better; stimulates studies on medical tangles, including those on causes, prevention, relevant detailed rules and regulations, so as to check on staff performance in following operational procedures and standards in their work; protects and promotes what' s scientifically and ethically appropriate on quality, benefits and safety assurance; maintains and develops medical contingents that are trustworthy, competent, fit and able to succeed in the present and in the future.
