摘要 20世纪60年代末召开的印度尼西亚债权国会议,在亚洲冷战史研究中具有重要的学术价值。认真梳理近年来美国、英国、日本解密的档案文件,深入探讨印度尼西亚债权国会议的缘起及其影响,有益于揭示东南亚区域冷战结构变化的基本特征。美国、日本、英国援助印度尼西亚陆军政权的政策,决定了西方国家处理印度尼西亚债务问题的基本立场。印度尼西亚债权国会议的方式及其决议,是美国和日本在东南亚遏制苏联和中国政策的体现。在东南亚非共产党国家经济开发援助领域,日本逐渐取代美国,成为支撑东南亚开发体制的最重要的国际力量;英国和中国在东南亚的影响明显衰落;东南亚国家转向"发展主义"战略。可以说,印度尼西亚债权国会议开启了东南亚冷战体制向东南亚开发体制转换的历史进程。 The Inter-Governmental Group on Indonesia (IGGI) convened in the late 1960s is of significant academic value for studies of the history of the Cold War in Asia.Based on an exhaustive investigation of the recently declassified files of the US,the UK and Japan,we discuss the origin and influence of IGGI and explore the fundamental features of the changing Cold War structure in Southeast Asia.The American,British and Japanese policy of supporting the military government in Indonesia determined the basic stance of the Western participants towards Indonesia's debt problem.The way IGGI was convened and its decisions reflect the American and Japanese policy of containing China and the Soviet Union in Southeast Asia.In the domain of economic development aid to non-Communist Southeast Asia countries,Japan gradually took the place of the US and became the most important international force behind the Southeast Asian system of development; the influence of China and the UK was clearly on the wane; and Southeast Asian countries turned to a 'developmental strategy.' It could be said that IGGI initiated the transition from the Cold War system to the system of development in Southeast Asia.
