中国结核病防治规划监控与评价指标分级研究

Investigation of the grading indications used to monstor and evaluate the national tuberculosis control and prevention program

目的确立中国结核病防治规划监控与评价(ME)指标的相对重要性,为建立ME指标体系提供参考依据。方法于2007年7月—2008年6月采用综合评分法对ME指标的相对重要性(分级)进行评价。结果邀请30名专家,包括统计监测(10%)、实验室(10%)和结核病控制专家(80%),90%以上都在各自领域工作了10年以上,约64%来自国家级,约84%是高级职称。函询问卷回收率为100%。ME指标体系中的10类69个指标按照相对重要性被分为35个主要指标和29个次要指标,5个指标被排除。结论所选专家具有丰富的实践经验和理论知识,对指标的分级比较符合我国结核病防治工作的实际情况。

Objective To identify the relative importance among the indicators used to monitor and evaluate （ME） the national tuberculosis control and prevention program （NTP）, and to provide the reference framework for the establishment of the ME indicator system. Method During July 2007 to June 2008, Synthetical scored method was used to grade the relative importance among the ME indicators. Result Thirty experts were invited from the following departments： regions of statistics and surveillance （10%）, laboratory （10~） and tuberculosis control （80%）. More than 90~ of the experts have over 10 years working experience, about 64% were from national level, and about 84% had a senior technical position. The response rate of the questionnaires was 100%. According to the relative importance, the 69 indicators covering10 topics were graded and divided into 35 major ones, 29 minor ones, and 5 indicators were excluded. Conclusion Experts invited have abundance of practical experience and theoretical knowledge. Therefore, the gradations of in- dicators were in line with the actual situation of the NTP.
