新型农村合作医疗制度建设中的政府主导责任探析

Inquiry into the Government Dominant Responsibilities in the New Rural Cooperative Medical System

我国的合作医疗制度于上世纪50年代建立,到2003年新型农村合作医疗制度试点,期间经历了繁荣、衰退、恢复重建及失败各个不同时期。考察我国合作医疗制度的变迁历程,探讨如何强化政府的主导责任,对新型农村合作医疗制度的可持续发展具有重要意义。本文在分析政府责任缺位基础上,提出了加强政府主导责任的对策措施,即加快立法进程,加大投入,加强监管和扩大宣传。

China cooperative medical service system began in the 1950s, to establish the new rural cooperative medical system in 2003, experienced through the prosperity and decline, reconstruction and failure stages. By dis- cussing the process of changes in the cooperative medical service system, we have found the development of the co- operative medical service system is closely related to the government responsibilities. Therefore, to explore how to strengthen government leading responsibility is important for the sustainable development of the new rural coopera- tive medical system. Based on the analysis of the government responsibility absence, and provide policy measures to reinforce government leading responsibility, including the legislation, investment, supervision and propaganda.
