关于广西“十二五”农村水电发展的思考

Consideration on the Development of Rural Hydropower in the Period of Guangxi "Eleventh Five-Year"

本文分析了"十一五"广西农村水电的发展现状,对小水电水能资源规划滞后、老电站安全运行形势严峻、农村水电上网难、电价低、弃水严重等当前制约农村水电发展的主要因素进行了分析。在分析广西农村水电当前和今后时期面临形势的基础上,提出了广西"十二五"农村水电发展的构想、重点实施内容以及安全监管要求。

This paper analyzed the development status of rural hydropower in the period of Guangxi,＂ Eleventh Five-Year＂,and pointed out some problems restricting the development of rural hydropower,such as,Lagged water resources planning,severe security condition of old hydropower stations,difficult opportunity for rural hydropower into the national grid,low price,and a lot disposable water.based on the analysis of rural hydropower current situation of Guangxi province,this paper also proposed conception of rural hydropower development,content of focused implementation and requirement of safety managements in the period of Guangxi ＂Twelfth five-Year＂.
