清洁饮用水是人类生存的基本条件。保障清洁、安全、健康的饮用水是一项长期任务,涉及自然资源、经济、文化传统和保障人的基本权利等多个方面,应通过制定和不断修订已有的公共政策(节水政策、工程投资政策、水价政策、共管政策等),利用其导向、调控和分配的作用,保障社会各阶层特别是贫困人口的基本权利。

Safe drinking-water is the basic element for human beings,and security of safe drinking water supply is long-term task for the government of all country worldwide.Considered the factors related to safe drinking-water supply,such as,nature resources,economy,traditional culture and human rights,etc.,it is suggested to formulate and improve the public policies,including water saving,infrastructure investment,water price,stakeholders participation,etc.,which can guide,control and allocate water to ensure all people especially the poor have sustainable access to safe drinking-water.
