科学发展观的灵魂是科学。科学发展观的第一要义是发展,但发展要依靠科学,离开科学讲发展,"发展"的结果会给人民带来灾难。科学发展观的核心是以人为本,对"以人为本"必须作科学理解。科学发展观的基本要求是全面协调可持续,要做到全面协调可持续,必须讲科学,科学发展的根本方法是统筹兼顾,要做到"统筹兼顾"必须坚持运用唯物辩证法的科学方法论。科学发展观是中国特色社会主义理论科学体系重要组成部分。
