摘要
义务教育难以均衡发展,表面看是投入不够,相当多的学校不具备师资、设备、图书、校舍等基本条件,但实质是县、乡、村"三级布点"直接导致的校点过多过散稀释了有限的资源,造成了投入不能高效利用,教师不能优化配置,办学不能形成合力。在不可能大规模投入的硬性条件约束下,应该突破"三级布点"的办学思路束缚,以县、乡"两级布点"推进学校的合理布局。推进学校合理布局,政策目标应该清晰,并采取多项配套的保障措施。
It seems that insufficient input,that leads to the shortage of basic conditions such as teachers,equipment,books and school buildings for many schools,is the main reason that makes compulsory education hard to reach a balanced development state.But actually,too many schools scattering in three levels of county,township and village(the so-called three-level-distribution of schools) is to blame,for which directly diluting the limited educational resources,resulting in efficient use of inputs,making it hard to optimize the allocation of teachers and hard to become a common effort.Under the hard conditions that large-scale investment could hardly be put in compulsory education,the thought of three-level-distribution of compulsory school should be broken and rationally distributing schools between county and township.The objective of the policy for the promotion of rational distribution of compulsory schools should be clear and a number of supporting measures should be taken.
