It is a hot issue in academic cycle that how Japan realizes returning to Southeast Asia after World War Ⅱ.The literature studies a multilateral approach of Japan＇s returning to Southeast Asia by taking the Asian Development Bank（ADB） for example,and focus on the historical process of Japan＇s participating the ADB＇s establishment and its action logic.It concludes,to a certain degree,ADB is a relatively successful political experience in the process of Japan＇s returning to Southeast Asia.
