Public Diplomacy:An Important Link in the Transformation of Chinese Foreign Policy

在经济全球化、国际关系社会化两大趋势的作用下,"公共外交"这一外交新概念、新形式正在成为当代外交实践的鲜明特征之一,甚至更多地被视为对外"软实力"的重要组成部分,并逐步进入各国外交政策的顶层设计。作为新兴大国,中国外交只有通过制度改革与创新,才能不断释放自身的潜力,消除前进中的阻力,获得更多更大的外部发展机遇和空间。中国应转变国家中心主义的传统思维,构建和传播具有中国价值观特色的国际公共关系理念,优化公共外交议程目标、力量布局和工具手段,进而提升中国公共外交水平。

China is an emerging great power,and it is only through reform and innovation can China's foreign policy continually utilize its great capacity and eliminate resistance to its advancement in order to grasp greater opportunities and expand room for development.China should transform and use the traditional thoughts in its ideology to construct and spread its international public relations doctrine with the characteristics of Chinese values,for the purpose of improving the goals of the public foreign policy planning,layout of power participation,and instruments and skills and tools,and to elevate China's level of public diplomacy.
