摘要
针对水产科研机构管理人员绩效考评方面存在着主观化与定性化等主要问题,根据水产科研机构管理人员绩效考评需求,探讨绩效考评的目的和绩效考评指标体系设计的原则,确定管理人员绩效考评指标体系,构建管理人员综合量化绩效考评方案,着重运用层次分析法对该指标体系的各个指标、评价主体的可信度进行了权重赋值,建立起比较客观、合理、科学的考评方法,以激发科研单位管理人员工作积极性。
To solve the problems of high subjectivity and quantitatively for work achievement during performance evaluation for administrators, a comprehensive evaluation system was proposed according to the management request for scientific research institutes. The system also included the aims of evaluation and the principle to design performance index. In this paper, we mainly used the method of analytical hierarchy process to fix on weights for each index in the evaluation index system, and the credibility of evaluating subjects. The establishment of reasonable and scientific performance evaluation system is to encourage administrators in scientific research institutes working hard.
