配套立法意指基于法律中条款授权,受权主体对上位法律进行补充、细化和完善的立法活动和现象。与职权性行政立法不同,它具有对上位法律的附属性、主体和形式多样性、内容及程序的灵活性等特点。

The supplementary legislation means the action and the phenomenon that the delegated subjects supplement,specify and complete the high-level law.Unlike the authority legislation,the supplementary legislation has the characteristics that it is subordinate to the high-level law,its forms and contents are diversified and the procedure is flexible.
