广州中山两地社区卫生服务人力资源配置调查分析

Comparative Analysis on Human Resource Allocation of Community Health Services Organization in Guangzhou and Zhongshan City

目的探讨广州市与中山市两地的社区卫生服务人力资源状况,为制定社区卫生服务相关政策提供科学依据。方法运用整群抽样的方法,调查广州市与中山市35家社区卫生服务机构的人力资源情况。结果被调查的社区卫生服务机构的人力资源配置基本满足居民卫生服务需求,平均每个社区卫生服务中心拥有卫生技术人员69.55人,医护比例为1:0.844;平均每个社区卫生服务站拥有卫生技术人员7.31人,医护比例为1:0.825;总体的医生护士学历、职称较低,平均每个社区卫生服务中心拥有全科医生0.55人,而平均每个社区卫生服务站拥有全科医生不足1人;广州市与中山市两地区社区卫生人力资源配置水平存在较大差异。结论加快全科医学人才培养,提高人力资源配置和利用效率,有利于本地区的社区卫生服务更快地发展。

Objective To investigate the status of human resource of community health services（CHS） in a district of Guangzbeu city and a town of Zhongshan city,and analyze the major factors to provide the scientific basis for making appropriate countermeas- ure of CHS. Methods 35 community health services organizations in Guangzhou and Zhongshan city were investigated by cluster sample about actuality of human resource of CHS. Results The manpower resource allocation in community health services organizations investigated can basically satisfy the health services requirement of residents. There were 69.55 medical staffs on the average in the community health services center（the ratio of physician and nurse was 1： 0.84） and there were 7.31 medical staffs on the average in the community health services station（ the ratio of physician and nurse was 1： 0. 825 ）. The study level and title of technical post of medical staffs beth were low. There were 0.55 general practitioners on the average in the community health services center and less than one general medicine in the community health services station. The status of manpower resource in Guangzhou was different from Zhongshan. Conclusion Improving general practice post-education,diathesis of the whole medical staffs,status of manpower resource and efficiency of utilization should be helpful for the development of CHS.
