财政支农投入的空间格局与溢出效应实证分析

Empirical Study of the Variation of Agricultural Expenditure Structure and Spillover Effect in China

优化财政支出的空间结构,对于提高财政农业支出效益具有重要的实践意义。通过运用空间Panel方法对我国财政支农投入的空间格局与溢出效应进行实证研究表明:总体上财政支农投入具有显著的正向空间依赖性,相邻地区财政支农投入的增加能够引致本地区加大财政支农的投入。因此,在划分中央、地方政府财政支出决策权时,应对财政支农投入空间外部性给予充分关注。同时也表明:以往以税收竞争为主的地方政府竞争模式,逐步向包括提供农业基础平台服务的公共服务支出竞争过渡。上述结论的得出为最优政府分权规模的确定提供了一个新的分析视角。

The study of agricultural expenditure almost neglected the effects of agricultural expenditure spatial dependence on the location choice.The paper employs spatial econometric technique the rough analyzing the spatial spillover of provincial agricultural expenditure in China.The findings show that provincial agricultural expenditure,as a whole,exhibits a significant positive spillover effect,in which the increase in agricultural expenditure from neighboring provinces would be helpful for local region agricultural expenditure.
